Séamus A. Garland

Seamus A. Garland is the Co-Founder, Co-Chief Executive Officer and Co-Chief Investment Officer at Pioneer DevCo. Seamus, a North Park resident, completed one of his first development projects 20 years ago by adding 2,000 square feet of residential space to an existing 900-square-foot home- a property where he and his wife still reside today.

Over Seamus’ 30-year, capital-intensive career, he holds expertise in real estate development, capital markets, strategy, structuring, and leadership. Seamus has held executive roles leading credit standards, credit culture, and risk management practices that created healthy portfolios- most recently serving as Chief Financial Officer for a $10 billion lender.

Seamus’ experience and expertise of the intricacies of the permitting & entitlement, design, costing and utility process in The City & County of San Diego is instrumental to Pioneer DevCo and its’ developments.

Seamus earned a Bachelor’s degree from San Diego State University and an MBA from the University of California. Prior to his academic achievements, he served as a non-commissioned officer in the United States Marine Corps Infantry.
